For example, there might be harmful psychological aspects, even with caffeine. The question then, is do drugs really make people feel good? Are there exceptions to the rule? Caffeine now has its own culture, that's been around for about one hundred years (more if you count tea). Addictions that are sustainable should be tapped for social benefits, like government control and product-oriented brainstorming.
