Actually, there are times when a responsible thing to do is not to vote. It's definitely a responsibility, but it could be made a duty as well. Some countries in fact do have compulsory voting system. Is voting a civic duty or responsibility?

The only peaceful way for establishment to change is to stop supporting the system, to refuse participating.

Democracy exists only when people participate.
