If ROFO is the sewage, where does this waste flow and gets recycled? Also, sewage gets waste from all citizens; ROFO however probably doesn't get waste from all of us but only small sample of us. Maybe as a metaphor it is right though - although ROFO is not a waste of Internet as a whole, it comes from the part of Internet community which can be considered waste in comparison with remaining community - doesn't contribute, only pollutes.
